Scope of conflict analysis in Mali

Handicap International initiated the project Strengthening Inclusive Community Conflict Management Structures (SICCOM) in Gao and Timbuktu. HI commissioned the study to implement a gender-sensitive conflict analysis, as part of the inception phase of the SICCOM project. The assignment included the examination of barriers that lead to the exclusion of the specific groups from conflict management structures. In addition to mapping structures, the conflict analysis covered power dynamics, capital and agency of groups included and those excluded. 

Methodology of conflict analysis in Mali

Evaluation Expert Armel Oguniyi joined the Overseas Advising Group (OAG) team for this assignment as the lead researcher. The methodology applied focused on participatory action research, gender, diversity and social inclusion. It draws its foundation from the respect for fundamental human rights and adapts to the different cultures, specificities of participants. The team adopted a gender, conflict and social inclusion lens in developing tools, identifying participants, conducting the actual consultation. Methods used included KIIs, FGDs, Stakeholders Analysis, Problem Tree Analysis and Most Significant Change (MSC). In addition, the team completed the SWOT analysis of the local structures for in-depth assessment.

Outcomes of conflict analysis in Mali

The analysis contributed to the mapping of formal and non-formal local conflict resolution structures. The evidence-based information provided by the analysis supported the development of the project activities. This analysis provided useful responses regarding strategies for marginalised groups’ involvement in the local conflict management structures. It helped to design capacity building activities aimed at addressing the barriers which act to exclude specific groups.
